"Targeting" call on Washington on OSUs first scoring drive

I was rewatching the game this morning and holy carp was that an egregiously bad call by the officials. And it led directly to a score by Oklahoma State. Can anybody explain to me how that was anywhere close to being a personal foul?

Classic Big 12 officials being told to not let Iowa State be one of the top 4 teams in the Big 12.

Yes, sorry. The official said "Targeting" but the rule is actually called "launching". Either way it's the same thing and the call was correct based on the rules. That's why CPR didn't go nuts like he often does on incorrect calls. All that being said, the rule is dumb.
