It's a gray area if she's already decided to go to ISU (but is unsigned) and they are talking about her future plans.

The content of the communication doesn't matter: 13.01.4 Recruiting by Representatives of Athletics Interests. Representatives of an institution’s athletics interests (as defined in Bylaw 13.02.14) are prohibited from making in-person, on- or off-campus recruiting contacts, or written or telephonic communications with a prospective student-athlete or the prospective student-athlete’s relatives or legal guardians. 13.02.14 Representative of Athletics Interests. A “representative of the institution’s athletics interests” is an individual, independent agency, corporate entity (e.g., apparel or equipment manufacturer) or other organization who is known (or who should have been known) by a member of the institution’s executive or athletics administration to:
(a) Have participated in or to be a member of an agency or organization promoting the institution’s intercollegiate athletics program;
(b) Have made financial contributions to the athletics department or to an athletics booster organization of that institution;
(c) Be assisting or to have been requested (by the athletics department staff) to assist in the recruitment of prospective student-athletes;
(d) Be assisting or to have assisted in providing benefits to enrolled student-athletes or their families; or
(e) Have been involved otherwise in promoting the institution’s athletics program. 13.02.14.1 Duration of Status. Once an individual, independent agency, corporate entity or other organization is identified as such a representative, the person, independent agency, corporate entity or other organization retains that identity indefinitely.

The interpretation of that rule varies a lot. Looking at school pages that spell out regulations for fans, some state that you shouldn't do anything to encourage prospective student athletes (PSAs) to attend a specific school and others request that fans make absolutely no contact with PSAs.
I think it'd certainly be safe to ask her about eligibility issues if you don't mention Iowa State at all.
The NCAA is reportedly going to put out something to clear up the issue at some point.

It's a lot easier (and safer) for a school to request that fans make no contact than to stipulate what may or may not be acceptable contact, and thereby open themselves up for inquiry.

It seems the common interpretation is that "written or telephonic communications " is referring to recruiting contacts like in the previous clause. Otherwise, journalists who fall under the category of booster (as most would) couldn't call prospective student-athletes and ask them questions about their recruiting process.

There are four parties involved ISU, Danish officials, NCAA and Julie. This is not a case of "lost in translation." it is a case of some gray area where the NCAA holds sway adhering to some strict qualification requirement and sees no reason to waive.
