Get your feet wet. Understand what all is involved in running a program. Do the ground work. Be good experience for her.

No matter the title, she'll probably make an entry-level salary. Drake may have decided they wanted to hire her, but they may not have the budget to hire a DoO as well as hiring Bolte in a different administrative role. So they hire her as DoO and give her a salary on the low end for that position. That's just my guess.
