Just so I'm clear on this rule(it wasn't in effect when I was wrestling). The match is over when a competitor is ahead by 15. The winner gets 5 team points if he gets back ponts at some point during the match, 4 points if not. Correct?

That was the rule several years ago but they changed it to incourage going for the fall and not just catch and release.

Is that a college rule or a wrestling rule? I know a lot of HS kids just do the take down release thing and this would make them develop more skills.

I am not sure what high school rules are.
The rule was not changed to discourage development of skill but to increase excitement for fans. The logic is to increase the fan base. Falls (near falls) = Excitment = More fans.
