If Houston loses, they won't be conference champs since Tulsa will play So Miss in the championship game, so they can't play in the BCS.
The real question if they lose is whether or not TCU makes the BCS as a 2 loss team. If I understand it right they would make the BCS if they're ranked in the top 16 because they'll be ranked higher than the Big East champ.

I think Boise would make it before TCU. I don't know how the rules work for non-AQ teams making it in, but Boise is 7th in the BCS right now. So I would say SEC, Big 12, Pac-12 (unless Oregon or Stanford lose again), and either Houston or Boise will get at-large bids.
Impossible for Boise to make the BCS. TCU is Mtn West conference champs over Boise. Boise can't qualify for the BCS unless they make the top 4.
If there are fewer than 10 automatic qualifiers, then the bowls will select at-large participants to fill the remaining berths. An at-large team is any Football Bowl Subdivision team that is bowl-eligible and meets the following requirements:
A. Has won at least nine regular-season games, and
B. Is among the top 14 teams in the final BCS Standings.
If Houston wins and LSU loses - who gets to play Houston in the NC game? great system this BCS. Houston puts together a dream season and just because they could not un-schedule their non-con and conference games and put together a better schedule not shot at being number one. Stupid stupid system

Wrong. Boise St is not eligible for a non-BCS automatic qualifier bid, but they are 100% eligible for an at-large bid:
