The key for Nebraska through the years was their program coming into relevance in the 60's. Every other D-1 program at that time in this area of the midwest was bad to mediocre. KU, KSU, ISU, Iowa, Minnesota, and even CU were bad in the 60's. That was the spring board to get them installed as a power in this region during the 70's. That got them the notoriety and the every important TV exposure(back in those days) needed to continue to dominate that decade, and the 80's.

Eventually the scholarship limit came and hurt NU. The CFB TV structure changed in the late 90s, as middle tier teams received good exposure. By the early/mid 2000's, even the bad programs had 6-7 games a year on TV. NU couldn't stock pile walkons that eventually got a scholarship, and they weren't the only team on TV by the time Solich was coach.

It's been close to 15 years since NU lost a lot of their primary advantages in this region. I'm sure with the right coach, and the alumni/fan support, they can return for a few powerful years here and there. I don't see a sustained decade+ long run of excellence though.
