Wasn't there a similar comeback and win in the 2004 KSU game? I think it's what got ISU bowl eligible and was a wider margin of victory but there was at least one INT for a TD from ISU.

But targeting requires hitting a defenseless player. The definition of a defenseless receiver is:
"A receiver attempting to catch a forward pass or in position to receive a backward pass, or one who has completed a catch and has not had time to protect himself or has not clearly become a ball carrier."

Once Montgomery lowers his head he is no longer defenseless.
