I know several people in Marion who have gotten pulled over because their license plate holder was covering up the county name and ended up with more serious offenses.

Lot of First amendment audits (say what you want about how they operate, it's hilarious to me), they seem to not know a whole lot about... anything, over aggressive policing and looking to stack charges.
Riding my bicycle to the gym through Valley Junction a few years ago, I got stopped at 8:15am for riding what the cop said was the wrong way down an alley. No one else in sight, and no one-way signs around. Let me go but gave me a decent hassle for a few minutes. I never get stopped anywhere in the metro other than WDM.Wait, no light reflectors on his bike is what got him busted? It never would have guessed that they would run someone’s name for that.

Also based on the savagery of his crime, I'd put the odds of this at next to zero. The odds that someone could commit that crime in the manner they did then suddenly turn that off would be pretty unprecedented. But at the same time, it's hard to imagine for that long that there didn't seem to be any reports or rumors of anything, so who knows. But I'd still be shocked because to say he'd be bucking the recidivism odds is a massive understatement.I don't think the cop was out of bounds for confronting him, he even said he wasn't going to write a ticket for it he just wanted to make him aware of the missing reflector in case someone hit him he wouldn't be liable for a technicality. I don't know if there was something else suspicious going on that maybe led to the stop or the need to identify him but once he provided a false name that pretty much gave them reason to look into him more.
Honestly, I'm glad this chance event led into bringing him in though. Scary to think people were that trusting of him knowing what we know now. Hopefully all the years he's been on the run he doesn't have more victims that haven't been reported or discovered yet.

There are definitely plenty of homeless people that are like this, but I have a lot of skepticism in most cases that there aren't some underlying issues whether it's drugs, mental illness, or criminal record that makes living in normal society really difficult, and also make it a potentially dangerous situation to be around. There are ways to have one hell of a lot of freedom and a simple life in Iowa that don't involve living outdoors in a place that can reach 100 and -10 degrees.
