How is the by schedule set?

Riddle me this, anyone know how the by weeks are determined and by whom? Did ours benefit 7s?

I'm retired Extension and have been texting a friend, former Extension colleague during the K State OSU game. The Cowboys by week was just after their noncon games..

Thoughts? Like real insight?

Both ISU and OU were off on 10/22 because FOX was going to show this game on Thursday 10/27, so neither team would be on short rest. At some point before the season but after the schedule was made, FOX changed their mind and kicked it to Saturday.
