Here are my ranking based upon my very substantiated opinion:
1. Iowa State University
2. All the other universities

Two conferences won't ever have trouble getting top-paying media deals (SEC and Big Ten).
One conference is quickly falling behind in media money (ACC).
One conference is already well behind in media money (Pac-12).
One conference was just decimated by defection and will get G5 money after 2025 in its current state (Big 12).
Big Ten/ACC/Pac-12 made an alliance, but that alliance is really going to do nothing to fix the money problems of the ACC/Pac-12. The whole point of all this expansion and allying is money.
Perhaps the the three media money have-nots should pool all their media rights together and go for broke. The whole might be greater than the sum of the parts from a media deal perspective through clever scheduling.

Whether the P12 eventually wants to pick up a few Big 12 schools, or whether they want an ally in the fight against the SEC, them "needing" Big 12 schools seems like a really generous reading of things.
I read the TGS piece this morning - which everyone on Twitter seems to have adopted as gospel - and while it's all plausible, it also seems really difficult to imagine. It still isn't clear to me why the Pac-12 cares whether we get our money or not, particularly when under this theory we all end up safe in new conferences anyway.
How purely altruistic of the B10 to make an alliance with Pac and ACC right?
Big Ten has been playing chess since Penn State addition.
Another big reason for the acc and pac was to keep the b1g from eyeing programs from their league.
A few reasons.
First, they obviously see that the Big12 schools are in midst of legal crap, and by taking say 4, you really hose the other 4 badly - a real **** move given how they just sang kum-bah-yah with the Alliance.
Second, it would be easier for Big12 schools to take a lower media share up front if they just cashed a big check signed by OuT. Which also strengthens your new members, which is good. I'd rather my new partner comes in next year with $40M in their pocket, and able to absorb/afford a $20M per year reduction for a few years, than have them come in with nothing, and be on shaky ground from the get go (e.g. Rutgers).
Utah and AZ are growing rapidly now but there are already pains from the growth in those states. The mountain time zone even with its growth is still only 7% of the US population compared to the Central's 29%.
They can only expand one direction in a meaningful way and the best 5 options by far are the remaining Big 12 publics minus WVU.
If you go in with the idea that every conference and school is a nefarious actor hellbent on winning a football national championship or winning “biggest bank account” award I don’t know what to tell you.
Because teams that just landed on a pile of cash are more willing and able to take partial shares for an extended term.
To expand on my previous thought, let's say they can negotiate with Fox with the idea that they will be adding a certain number of schools. Let's say the new payout will start at $35 million per school and escalate to $50 million at the end of the contract.
Once the settlement is reached with OU and UT, whatever teams the PAC 12 (or Big Ten for that matter) have their eyes on will have that financial windfall that allows them to accept a 50% share for a few years, then $75%, etc until they get up to a full share.
That you have to exaggerate so cartoonishly kind of concedes the point, doesn't it? When have universities and conferences ever not acted in their own best interests, even if it screws the people they used to partner with?
I'm not even arguing this idea can't ultimately prove true. Just that it rests on a lot of trust and goodwill between people who might have some shred of common interest but no historical working relationship, and it depends on a lot of things happening that might not happen.
"At this time" Everything else in that statement means nothing. They could come out next week and say we are now expanding "The time felt right." 
I hope the PAC standing pat right now is part of the Alliance plan because if it's not they will become the prey of Big 10 and/or SEC.
Pac-12 Won't Pursue Expansion After Big Ten, ACC Alliance

That's not exactly what this is. Nobody is expanding with the remaining Big 12 teams until the mess with OuT, SECSPN, and the Big 12 has been sorted out. Once that happens, be it a year from now or 2025 when the Big 12 TV contract runs out, then it's "game on" for expansion for the other three conferences.
