I don't know of any that are neutral--at least not truly so.
Dan Carlin had one called "Common Sense", but he has stopped putting them out (his Hardcore History stuff is more popular and I think he feels like the current political client is in some ways unprecedented to the point where he was questioning whether he has much to add). He is by no means a centrist--he is fairly left of center on civil rights and personal liberties, but he definitely didn't drink RNC or DNC kool-aid. So this doesn't really help you at all, except that some of his old shows are interesting.

There may have been better podcasts done on the topic, but I think "Unhealthy Numbers" (which was released 3/15/17) and looked at the US health care system, was especially good in that it didn't go down the typical party-dominated discussion points. In the end, he advocates single-payer.
But I understand if you aren't interested in 2 year old political podcasts.
