I said this earlier in this epic thread too. People who disagree with you simply can't do the math/geography correctly.
Each of the 4 base leagues needs to add 6-8 teams, some teams with facilities much worse than ISU's would be getting invites. If there's some impetus to hit 18 or 20 the Big Ten would be very fortunate to end up with ISU. It's not like the SEC, ACC and Pac Ten are just going to give the Big Ten first pick out of 24-32 available teams.
Let's say the Big Ten got it's wet dream, Notre Dame, and 2-3 awesome schools in brand new markets before the SEC/ACC/P12 can get them. They still need to fill out spots. They're going to want the large enrollment school with good facilities located exactly in the middle of 3-4 of their existing schools.
With 16 it would depend on the order of expansion. If the SEC and ACC were to beat them to the punch it would still be pretty likely. With 18 or 20 anything but traditional B10 grouping doesn't makes sense.
