Alcohol sales per capita would probably be a good starting point, and something you can measure.
I assumed there is also a Mankato Wisconsin but apparently not. I had some buddies go to Mankato State (now Minnesota State) when I was at ISU. Went up there a lot to party and it was a good time.Mankato is in MN and where Minnesota State is located.

Funny you should mention that. I can remember stopping in Albuquerque in '09 on the way to the Insight Bowl and seeing a notice on the restaurant door outling the punishments all the way up to 8 DUI's.Can't be, cause otherwise Albuquerque would be on the list. Seriously, the nightly news down here contains stuff like "Susie P has been arrested for her 13th DUI"

I always heard that Mankato State had a really bad STD problem. There were a lot of girls that came down to ISU to visit friends in our apartment complex and they were skanky as can be. One night may have involved myself and 3 of them that made me feel uneasy after hearing about the schools reputation.
Last one is in MN. My old state and new state (along with ND) are the only things preventing a WI sweep.
