College Athletics – Legislative & Regulatory Changes?

The following are a few changes I would like to see made in regards to college athletics: (1) Tax conference television revenue prior to it being distributed to member institutions. It is not right that the SEC has a $15 billion TV contract with CBS and no taxes will be paid on that revenue; (2) Tax revenue if your Athletic Department budget is over X dollars. We need to stop the “Arms Raceâ€￾; (3) Scrap the NCAA. Come up with a federal governmental regulatory body with true rule making authority and subpoena power; and (4) Form a committee to review Title IX. This is a complicated issue. I like the spirit of Title IX. However, I believe there are a lot of unintended consequences that have gone unaddressed for too long.

Despite record revenue there were only 12 Athletic Departments that even broke even last year. There is a dirty underbelly to recruiting. Iowa Staters need to continue to push for reform.

What legislative and regulatory changes do you recommend?

Congress already FUBARs just about everything it touches - why should they make even more of a mess out of college athletics? Not to mention the "have" schools will find the loopholes and find a way to work the new system to its advantage.

The less things congress can get their filthy paws on, the better off America is.

Do you really want a government that is how many trillion in debt to take control of athletics? Do we really need more government control?

I agree college athletics are getting out of control, but shouldn't the institutions be the ones keeping an eye on things? To me, just like Iowa board of regents are forcing ISU and Iowa to become self supporting, it should be the state and/or school that should drawing a line in the sand and not a congressman who happens to be a fan of a specific team. To me that is a conflict of interest and ISU would not be so lucky as to get a ISU supporter in charge of such a program.

Of course there are problems...there are with nearly everything. But money being involved is not a problem in my opinion. I do think that the athletes should receive some benefit of these huge paydays that the conferences and teams are getting. I am not a fan of Title IX.

Any proposed new governing regulatory body would be self-funded by the proposed tax off of the conference TV revenue. Obviously, less government is better; however, the purpose of the thread is to identify problems you think lie within college athletics and then for you to come up with a solution to that problem. Thanks in advance for all good quality constructive posts.

It could be argued that taxing those revenues might lower government deficits and debt. :wink:

We need to keep the Texas', Oklahoma's, Alabama's, Ohio State's, and Michigan's in control. :wideeyed:

If your going to go the Taxing path, this is how I think it should work

All revenue that is used for paying tuition, books, and other academic things for student athletes are not taxable. All other revenue is taxable. So you would take your total revenue, and subtract it from your academic costs of student athletes, the left over would be your taxable amount. Donations are not taxable.

The benefits of this would be that the big money teams would now have an inventive to expand their sport programs by adding teams in order to not have a big tax bill. So Texas would now have an inventive to have a wrestling team in order to have more scholarships and academic expenses that would result in a lower tax bill. This will also level the playing field in that the big money teams will no longer pour massive amounts of money in to football and basketball.

Even if it was a good idea they would ruin it. I would bet the day would come that ISU paid more tax than Texas.

NO, it is not the responsibility of the Federal Government to dictate what college athletics do. These institutions are either state run or private, the federal government is getting too big the way it is. If anything they could look at the non-profit status for tax reasons, but that is easy to overcome, if costs are equal to income there is no profit thus non-profit is OK. All they need to do is keep paying the coaches big bucks, building or upgrading facilities, or move funds to the education side of the university.

Money or the lack there of is what nearly sunk us. If spending in the form of tax free donation continues unabated I have no doubt we will be a division 2 program in the immediate future.

Wow, thank goodness it's so easy. I guess I'll just make myself a non-profit and say I just spend all the earnings, so what's the prob big gov.

Do you think that Texas and Boise State have equal opportunity? Texas is THE university of the state of Texas (largest population), and because of that has access to revenue that schools like Boise State can't even dream of. It's no different than the Yankees having greater opportunity than Tampa Bay because they are in NYC.

I definitely don't like the idea of the government coming in and taking over for the NCAA (even with as much as I hate the NCAA, the government has more important things to worry about). Taxing schools if they're over a certain income level in the athletic department is iffy, but if handled correctly could be a good thing (I realize that is a big "if").
