Is there an official rule on when the W carries a V sound? I knew a guy from Wisconsin whose last name was Nowacki with a W sound

No, the R sounds like a V, and the V sounds like an R. The W sounds like a, well I don't know.

Just imagine if we land Kostas Antetekounmpo (that's my best guess at spelling, and after looking it up, it is Antetokounmpo, so not bad on my part).....

IIRC from his brother, it's pronounced On-tett-oh-koom-poe

Sounds more Slavik than German to me, but the principle remains the same. Many of our surnames were "re-invented" or "Americanized" when our ancestors came through immigration portals. And many whose names remained intact opted to "Americanize" their names on their own in order to blend better with the locals.

Agree - or eastern European, Polish, etc. Probably not German though.

Edit: Apparently Poland and most of eastern European are still considered Slavic nations, though I tend to associate "Slavic" with the Balkans instead.
