other people here with the same last name have the "V" pronunciation. So maybe he's not related then.

Is there an official rule on when the W carries a V sound? I knew a guy from Wisconsin whose last name was Nowacki with a W sound

Sounds more Slavik than German to me, but the principle remains the same. Many of our surnames were "re-invented" or "Americanized" when our ancestors came through immigration portals. And many whose names remained intact opted to "Americanize" their names on their own in order to blend better with the locals.
I like how i was saying it in my head better Noz-kovee-ackjust like that.
