I would have assumed pay freezes go hand in hand with budget cuts. I wonder if that's the case elsewhere.

I see two issues:

1. Bad optics. You're giving raises to football coaches whom some are currently under fire for silencing black student athletes for years.

2. All the money given as raises to the football coaches could have helped save salaries and scholarships for the sports that were cut.
