I actually found out later that this is a friend of a friend. Here's the email I got about him:

This is my friend
Mark terrorizing a Wisconsin morning news show, posing as Yo Yo artist
with a "Green" message. You have to feel sorry for the poor host who
tries to salvage the segment, but Mark (Kenny) doesn't make it easy. I
believe this is part of a larger comedy project that some my friends
are documenting. I know that Mark/"Kenny" has hit several shows with
this character (think Sacha Baron Cohen/Andy Kaufman). It's not very
nice, and more than a bit juvenile, but I have to give Mark credit for
his ability not to break character in the face of an incredibly
awkward situation.
