If I were to make a guess, I would say it would have to do with unpaid parking or speeding ticket/s. Pure speculation, though...

that is what I was thinking as well. Didnt pay his speeding ticket and failed to show up at the court date.

I mean an unpaid parking ticket. A ticket for a different charge would be more understandable.
