Mon Ami Gabi in Lincoln Park is pretty ideal for what you're describing. Romantic interior or very high class outdoor dining, after dinner you're basically right inside Lincoln Park or a few blocks down Fullerton Ave to where you'll have the lake, park and most full skyline all in the same view. The view from there is probably the best in the city.

If you'd rather be right downtown Mercat a la Planxa is an upscale Spanish tapas concept (small plates) with incredible food, and Grant Park or Millennium Park are just across the street. Also walking distance from the lake.

Tapas is an interesting idea, never tried that at all (I'm all for new things).

Riccardo Trattoria looks pretty awesome, these ideas are good people, keep em' coming I like seeing a bunch of options. And since I'm hardly ever in chicago it's nice to get some opinions from others.

You could also open Google Earth and select the type of food you want. Zoom into the area you're staying. Then read online reviews. That's how I find new places.

Mercat at the Blackstone on S Michigan. Great lake view. Iron chef garces place. Swanky, good tapas food and crowd is always dressy there. Do the tasting menu. And she can tell her friends she ate at an Iron Chef place. I take clients there because the food appeases both normal people and snobs alike. Another very trendy place is Publican. Less swanky though. Girl and Goat. DM me and we could chat if you have questions. Personally I would bite the bullet for Tru and wear a tie. She would NEVER forget it. Bout $400 a person.

I'm proposing to my girlfriend in Chicago in the second weekend of August and I'm in need of a good restaurant to go out to dinner (I might propose then or later at a park haven't decided, but probably at dinner). So I'm looking for something romantic where she can dress up. Afterwards I was thinking about going to celebrate at nice bar or something. I'm not looking for $100 dollar plates or anything, but something pretty nice and maybe low lit (cuz I'm ugly :jimlad:).

Well then Tru is out but Mercat you can do easily for less than $100 a person.

Mercat is the same place I recommended, probably run you about $100 total or $150 total if you're drinking. Just wanted to clarify it's not as high as the other recommendation he had.

Mon Ami Gabi will probably be slightly less but same ballpark. Don't be turned off by "French" because the menu is pretty simple and everything is good, steak/seafood mostly.

Restaurants get pretty crazy here and these places look "impressive", are high quality and in romantic public areas. It makes a lot more sense to splurge at one of the finest places when you can afford it, money is much better spent on the rock for now...trust me.
