Yep. While it wouldn't ever be enforced by the NCAA, it is a violation.

He's an employee for ESPN. ESPN has him ranked way lower than anyone else. He's also from the state of Iowa and an Iowa fan. It's a joke and in no way an attempt to persuade

Agreed. I don't think he was violating the spirit of the rule, but I'm not sure I'd be too surprised if the NCAA got a bug up its *** and tried to enforce this definition of "booster".
If they enforced this rule to the true extent that it says, every single program in D-I football would have sanctions. In the past, it mainly has been used to prevent fans for making Facebook and mass twitter bombs onto recruits. I know Michigan has gotten wrist slaps for it when players have done it to try and encourage recruits to go to their school via social media Twitter still a confusing issue for recruiting - ESPN
While I know it is a joke, I wouldnt be surprised if the mothership scolded him on the appearance of impropriety. We kmow it os a joke but B10 fans dont. ESPN already gets ripped for favoritism. I am sure this is an allegation they dont want.
