Proposed rule changes and Fres

Not sure if this had been discussed elsewhere but does anyone think the proposed rule changes have any bearing on Fred's decision making? I know a lot of these are things Fred has specifically called for. Probably not a huge factor but possibly a tie-breaker for not leaving this year?
