Ive done this every year as its the format I would love to see. You go with the 10 conference champs (I still say everyone who plays in FBS should get a shot at it) and 6 at-large's. The first round would be played on the better seeds home field, with the quarter, semis, and champ played at neutral location. You would seed based off final rankings. Here is what it would look like this year.
1- Alabama (SEC Champ)
16- Appalachian State (Sun Belt Champ)
8- Wisconsin (at-large)
9- USC (at-large)
5- Penn State (Big 10 Champ)
12- Western Michigan (MAC Champ)
4-Washington (Pac 12 Champ)
13- Temple (AAC Champ)
6- Michigan (at-large)
11- Florida State (at-large)
3- Ohio State (at-large)
14- San Diego State (Mountain West Champ)
7- Oklahoma (Big 12 Champ)
10- Colorado (at-large)
2- Clemson (ACC Champ)
15- Western Kentucky (Conference USA Champ)
First 4 out- Oklahoma State, Louisville, Auburn, West Virginia
