While i'm sure it sucks no matter what, does a tornado moving 80mph do less damage over a given area due to not sitting on top of it for as long?

It would do more damage in the right quadrant (tornado wind speed + speed of tornado) and less damage in the left quadrant (tornado wind speed - speed of tornado).

So the area receiving the worst damage would theoretically be smaller, but more intense.
