Does anyone happen to know the RGB numbers for the cardinal, gold, and blue used in the late 90s-early 2000s logos?

Welcome to guesswork 201. Good luck finding complete current official color codes for university and team athletic colors, let alone logo colors, accents.

With past color codes, more luck is needed. We might be talking Pentagon top security clearance here. I haven't been able to find much.

With logos, especially past ones, more guesswork, certainly nothing official. So much variability with media, print, graphics, apparel and gear, computer screen colors, etc. I think logos are less strict, when it comes to color or exact color codes. IMO.
The only one I’ve seen and use has current graphic/mark information.
Current, yes. Even here it does not seem "complete".

One Google away: ISU Colors
No additional help here. Appears to only give the "University" cardinal and gold color codes, not the "Athletic" cardinal and gold nor the accent colors or logo colors.

This also doesn't answer your question because logos are different color-wise. But here is what I've been using for current ISU "university" and "athletic" official colors. Logo colors are often darker or lighter, depending upon application.
ISU COLORS 4-2022 1 #1-4 with Descriptors (add).png
And just look at the variability in cardinal and gold and accent shading on logos, past and present. (Edit: Granted, unsure which of these are actually "official").
