This whole thing is such a joke. They used to have clearly identified criteria (that they didn't follow).
Now they just completely make it up:
Makes no sense to me why Boise would get the bye. They haven't beat anyone. Also, as far as I know, Boise is not a TV ratings machine (which that along with conference affiliation/network contracts typically explain the "playoff ranking" shenanigans).

Notable that ASU’s top receiver got injured in today’s game. Fox said it was his collarbone and he was wearing a sling after the injury.
Someone needs to Tonya Harding his backup cuz this only means he's about to go 15 catches for 220.
ASU is a physical football team and their RB should be in Heisman discussion. This will be a tough game

Outside of the Arizona game, ASU has been in a lot of close games. Their team is mostly made up of transfers. Almost their entire roster is transfers, a lot of them coming from SEC, Big 12 and Big 10 schools.
Their kickers have only hit on 50% of their FG attempts this year. I like that.

I think ALL of the national press is going to be focused on Skattebo vs ISU's "poor rush defense." But I am not afraid of their rush game. They are the 4th best rushing team in conference. We played the 3 teams better than them and went 2-1 (the one being Kansas). We've played 7 of the top 9 rushing teams and went 6-2 (we are number 8). And we were at peak injury during those two losses. And in one of those losses we were leading with a minute to play. So a big rushing attack is something we've been dealing with, and winning against, all year.
Their defense is fine but not as good as ours. They played a few more bad conference teams than we did. Okie State and Arizona are on a different level of bad than UCF and Utah. They played UCF tight like we did, and lost to Cincinnati.
I like ISU's chances in this game.
