That wasn't a last second TO. The entire line stood up before they snapped it.

If waiting until everyone is lined up and ready to call the timeout isn't "last second" I don't know what is. If you wait that long to take the TO you're asking for them to get a practice kick in. It'd have to be pretty egregious to get a delay of game call in that situation.
