I'll give a little bit about it.
A family friend of his (who is a Cyclone fan) wanted him to feel at home at ISU. They felt awful that he couldn't have the full experience. The family friend is also close to the Purdys and remembers when Brock visited and all the fanfare that he got at the BBall game and around town.

The family friend got the help of some cyclone fans and they put the sign together.
