I think they should just count a kids full scholarship time. So Schools won't prosper by one-and-done's. If a kids comes, you're committed to him for 4 years of scholarship time. If he leaves early, he still "counts" toward your scholarship limit.

That's a bit too harsh. What about kids that just quit? Do their scholarships run 4 years too? I would think maybe 1/2 of remaining semesters so it would be 3 to 1 semesters of scholarship remaining "on the books".
