She said each hospital would have to determine their ability to do elective surgeries. The state didn't order hospitals to do elective surgeries, they are just no longer prohibiting it.
I think he might be looking at deaths to confirmed cases. If you search Google for Covid deaths it shows Iowa with just over 4,000 confirmed cases with 107 deaths. MN is just over 3,000 with 221 deaths.It’s not that much higher- 44 vs 34.

In Iowa there’s been a bump up in both number of tests and % positive. I suspect a lot of that is from picking plants. Elsewhere it does seem that testing has finally ramped upI really want to know what sorts of upticks in testing there have been and if that's influenced the test numbers.
I've seen a couple of states that showed higher cases, but the % of positives vs. tested went down a bit. I can't remember where I saw that.

They have less cases and as of yesterday nearly double the deaths.
I’m guessing Iowa has found a pile of asymptomatic positives with these packing plant outbreaks, and Minnesota is testing people with symptoms almost exclusively
I think that’s probably accurate. It’s also an indication that they are on a different place in the curve. Both states have tested almost exactly the same number of people per population (10207 vs 10239). MN has a lower positive test rate (6% vs 14%) which is significant.
