No. He got pulled over for a suspended license then he got charged with drunk driving. Regardless, driving drunk is endangering other people's lives. Yes, it's a moped that probably wouldn't harm the driver of a car if he crashed into them, but if he hit a walking pedestrian it could've been deadly.
