I think you are way off on this. I know a few cops. Generally, if you are respectful to a cop when doing something minor, you usually get a warning and sent on your way. If you are rude, obnoxious, disrespectful, said cop WILL give you a ticket, and will look for other things to charge you with too. When a cop throws a bunch of charges out to see what will stick, they are basically saying "ok, you want to act like a jerk, I will treat you like one". Things like "interference with official acts" and such get added to whatever else you did to start with.
And clearly, this is not abuse of power. Abuse of power would be "give me a game worn jersey, or else I will arrest you" or "you didn't do anything wrong, but I am going to arrest you".
This does NOT feel like the cops were out of control at all, from what I've read. Quite the opposite, feels like they gave him every chance to straighten up.
