I don't think it's that easy. The law, to my understanding, doesn't allow for one to pick and choose. If you don't aggressively pursue every known case of infringement you risk losing the trademark.

Yes, but there are good and bad ways to go about it. For instance a university could offer licensing to schools for a pittance

If you want to get technical, ISU doesn't have the same uniforms as USC. Colors, yes. Uniforms, no. ISU does have the exact same uniforms as LSU though, just with cardinal and gold instead of purple and yellow.

Technically, we don't, because LSU's jerseys have piping around the end of the sleeves, and their pants have three stripes instead of two.
