Yes. For seeding/resume, it's treated like any of the full body of work. It could help a team move up a seed line depending on which teams you beat to win the conference tournament (taking into account other results in other league tournaments), but it's weighed no more or less than regular season games.
Tell that to HFCS then. They seem to be all over why Ohio State shouldn't have been a 2 seed, but neither of the options in the PAC12 had a better case to be a 2 seed, either. They brought up the conference tournament thing, not me.
