Behind you
I'd define a "recurring" character as someone who appeared on at least two episodes (not including the finale), but no more than 15. This would eliminate characters like Newman, Mr./Mrs. Seinfeld, the Costanzas, J. Peterman, Susan, etc., who I think were featured too often to be considered "recurring".

Here's my top 10:

1. Puddy
2. Bania
3. Mickey Abbott
4. Jackie Chiles
5. Crazy Joe Davola
6. Mr. Pitt
7. Kruger
8. Babu Bhatt
9. Jack Klompus
10. Uncle Leo

Honorary Citation of Achievement to Mr. Bookman, best single episode appearance with the Soup Nazi a close second.

Curious to hear from other Seinfeld aficionados on this.

That was a great show, I still always stop to watch when I see it on the on screen tv guide.

Mr. Pitt always cracked me up, as well as Uncle Leo for some reason. That weird boyfriend of Elaine's too, David Puddy? He was all over the board.

I will give Jack Klompus a shout out for runner up. Always a great curmudgeon as Morty's foil.

One of my faves:

JACK: Hello Morty. (looking at watch) Well, missed the early bird.

MORTY: Yeah, so?

JACK: (pointed) Must be nice to have that kind of money.

Jack calls over to one of the people outside the restaurant.

JACK: Bernie, look who's eating at six o'clock. (pointed) Your suddenly
well-to-do president. But, you enjoy your last meal in office. Tomorrow, they
kick you out, you'll have plenty of time to drive around in your Cadillac.

No Steinbrenner or Tim Whatley?

Any list without Jay Peterman is incomplete. And as far as a cameo role, Mr. Bookman is as good as it got.

Love Jack Klompus in the astronaut pen episode. The whole montage of Jerry and Elaine at Morty's recognition gathering always has me rolling and in tears.

I am a big Bob Sacamano fan, even though he never made an appearance.

Someone was telling me that Steinbrenner's voice was played by Presidential Candidate Bernie Sanders. Any truth to this?
