My wild speculation is that the whole Terminus thing is a trap set by this guys to rob and kill survivors.
There's a good chance of that. But like the one guy said this week - you need people to survive. You need people to start a secure zone and an economy where you can begin to produce surpluses again so that you can survive. You need people to defend against the evil living so that you can produce a community.

Terminus is a terrible name for a safe haven. They've also done the whole "Utopia town" thing before.
Did Terminus claim to be a Utopia? it just claimed to accept all comers.
And it isn't a bad name for a railhead.
