Any good carpenter can install a window properly. Up north you need two kinds of sill tape installed across the rough framing of the window to be properly installed. It may have even changed to be more stringent since I haven't reviewed that policy in a few years. Once the window is mounted level and plumb to the rough framing with proper reveal a good caulking, all weather with high flexibility is needed to ensure a tight seal.
Pella will send someone to size your windows for you and also recommend who they use to install in your area just an FYI. I have had them come size and bought mine and installed my self, and also went the other route and had someone install for me. Both pretty good deals.
