Wrestling is regularly expanding at every level except D-1. (Fresno State just restarted their program, though.) The 800-pound gorilla that is football, along with Title IX, will prevent other schools from adding or restarting programs with AD funds.
Smaller-division schools and NAIA are adding wrestling, because the schools need the tuition money. Some of them are also adding women's programs.
In the case of Boise, the university president has a hard-on for baseball and the local minor-league team has a new ballpark in the works. So he gets his pet project taken care of at the expense of an already-established program. University politics at its finest.
