That is why the resurrected franchise was the "Texans" instead.
Cleveland is weird where, legally, the franchise went "dormant" while the Baltimore Ravens were an "expansion franchise" award to Cleveland's previous ownership.
That is why we still have the Browns but the Oilers (a much better name) are gone.
