I think more incompetance than rigged.
And some bad calls on both sides.
Last week ISU got the call to go their way, this week it went against. Last week I said that OSU should not have put themselves in a position to depend on an officials call. This week ISU should not have given up 38 points to put themselves in a position to be impacted by an officials call.
Not a good idea to depend on calls of part time employee's to help you decide success or failure of a game.
Conferences really need to look long and hard at full time officials, and pay them as such. And then actually have reviews and establish pay scale based on how well they grade out.
I think only in the sport of football both pro and college are officials part time employees
