I took it as sarcastic and the poster having a real level headed take.
I also think that particular poster was joking there. Elsewhere though, my experience (limited exclusively to online interactions) is many KSU fans are similar to EIU fans in that they have an inflated and delusional view on their standing in the college football hierarchy. Bill Snyder had a ~10-year stretch where they were a legit top 10 team most of the time, maybe if they make another play or two or another 50/50 call or two goes their way, they could have played for a national championship, but they didn't. Some of their fans seem to think that during this time they were the equivalent of peak Osborne Nebraska.
More recently, they definitely want Iowa State to be a team they are clearly on another level than. Their peak as a program when they had an all-time great coach was certainly much higher than ISU has ever been even for one season, but aside from that we are pretty similar programs who are pretty competitive with each other.
