NCAA used "neutral" sites for 11 years. I put "neutral" in quotations because they still had all sorts of teams playing on their home courts. If you are to go truly neutral you need to send the home team off to another site if their court had been preselected to host and they did not.

This summer, I would have guessed Hare would start at the two, Brown at the three, and then the 4 spot would be hotly contested. Based on CBF’s comments, we may go small with Brown at the 4. It is going to be interesting to see the rotations when games start. Lots of options.From the article:
