Not sure what industry you are in but I've been recruiting the crop input industry for 13 years and 90% of the recruiters I know charge between 25%-30% of first years base salary for contingent searches ans 30%-33% plus expenses for a retained search.
Expenses on retained searches typically include travel, meals, lodging, for recruiter(s), and potential candidates. Also, and may include advertising and probably personality assessments in cases but probably not in a college coach search.

Per diem for travel. that's likely a couple of flights and hotels, plus meals and daily expenses. These are not unusual. Everyone here just needs to get a big boy job so you can see this stuff in action.
