Yikes, pushing 5" near Dubuque with that topography will have some crazy runoff.
Edit: Looked and the city, per NWS, itself got a lot less rain, maybe 2" which is good news for them.

Apologizing in advance, I have to tell an old joke I recently heard again:
A patient wakes up in the hospital bandaged up head to toe. The doctor walks in and explains the man was in a terrible accident but will return to normal after healing. One thing though was the man lost his penis and it was not found for reattachment. the patient groans but the doctor reassured him that with today's technology it could be rebuilt and would function normally--but the cost would be $1000/inch. The doctor also stated there was $9000 in available insurance money. He also suggested the man should discuss it with his wife stating that if he had a 5" and opted for the 9" she might be overwhelmed and conversely if he had a 9 and chose the 5 she may be disappointed. The next day the doc asked if he had visited with his wife and what the decision was. The man answered " Yes--we're getting quartz countertops in the kitchen."
