It takes conclusive evidence to overrule the call, except pretty much every single time it's too close to tell they overrule if it can screw ISU.

Seriously, we get screwed 100% of the time when the review is too close to tell and they are supposed to go with the call on the field. If we can be screwed, they screw us. It's complete garbage.
