Also... Probability of Precipiation (PoP) isn't as simple of a percentage as you are all making it out to be. There's actually a lot of thought that goes into those percentages.
PoP = C x A
Where C = Confidence that measurable precipitation (0.01") occurs somewhere in the area that you are forecasting for
Where A = The percent of area that will see 0.01" or more.
Examples
0.80 confidence x 0.40 area = 32%
0.95 confidence x 0.75 area = 71%
0.90 conficence x 0.22 area = 20%
