Just because some people aren't really affected by smoke doesn't mean others aren't. And it can be a big problem/issue with those of us whom it does affect.

I have a 17 month old daughter and live in an apartment building. Something I am deffinetly not proud of as I hate raising her in an apartment setting with all these rug rats running around. Anyway, this is the second set of neighbors I have had that do nothing but sit outside all night and smoke. This is really only a problem two months out of the year when I want the windows open. I grew up in with parents who smoked but were very respectful around others and me. I understand smoking but when do I draw the line and freak out?

This. So I suggest a microphone and hook it up to speakers aimed into their apartment when she wakes up in the middle of the night. Annoying and easy to hide when the landlord comes.Seriously, did you ever contemplate the fact that maybe your neighbors don't enjoy all of the noise that a typical 17 month old child produces?
Come on people...this is America. Smokers and smoking are public enemy #1 in this country. These filthy, vile smokers should be all be locked away in prison.

Does smoke not like the indoors or something?So your neighbors are smoking outside of their own apartment building, on their own porch? And you feel you would/should tell them to stop smoking outside of their own building on their own porch?
I think you are the one with the problem in this case. Unless they are breaking some rule at your complex I don't see that you have any case. They pay their rent the same as you and it is their deck or patio or whatever. I am surprised that it would come back into your apartment as smoke from outside usually wouldn't come back inside in any quantity, you must have some funky wind currents around there.
Are you seriously comparing the noises made from a healthy child to smoking?
One is natural order, and the other is unhealthy choice.
