The logic in the email posted by Boomer is reminiscent of Hitler's rationales for invading Poland and other countries during WWII. O no, it isn't OU and ATM who are thowing the smaller schools into the fire, the bigger schools are merely acting to protect everyone's interests. Blame the small school that wants to assert its rights instead. Good grief!!
Boomer I've always appreciated your contribution to this site, and time will tell if your sources are correct in how this plays out. The problem I have with what you have presented is that you seem to gloss over the predicament that some of Big Xii schools are facing if this conference disbands.
As to your theory about the Big XII disbanding and a new conference being established. I find several aspects of that plan as very implausible. Why would the remaining schools give the others a free out? Why would they give up their status as a BCS conference? Why would any Big XII school agree to that plan without knowing the impact on TV revenue?
It may sound good on paper, but I find it hard to believe that enough of the remaining Big XII schools would risk the unknown of a potentially significant financial impact for the sake of stability.
If OU and OSU want out I think it is far more plausible they will have to pay their way out and the Big XII may very well still survive under its current name with new members. After OU, OSU and A&M pay their penalty we can then make all the changes that you suggest would be part of a new conference. This whole plan sounds more like an OU fantasy from where I sit.
Good luck trying to get out for free. Personally I would love to see OU and OSU stay, and I still hope that is the outcome.

I like this idea a lot and it also seems plausible. Also, this would be a much stronger conference with many of the Big 12 teams still in tact and we would keep playing many of the traditional Big 12 teams every year. Also what CyFan61 said in bold would likely make this a more stable conference that the original Big 12.WVU AD Oliver Luck has already tossed around the idea of a Big 12 - Big East merger. Would make perfect sense if TAMU/OU/OSU left. Add TCU to the "West" division and you have two divisions of eight. Could also do a pod system:

South Florida

How about a conference that shares Tiers 1 and 2 equally and allows Tier 3 to do whatever. UT could keep LHN and other groups of schools (or all 15 of them) could band together for their own network(s) also.

As soon as I read 'Texas University' I knew it was just another case of Boomer posting whatever random crap he saw on a rivals board somewhere.
I still don't see why the Pac 12 teams like Arizona, Arizona State, Colorado, Utah would add Oklahoma schools. I think the Pac 12 is using Oklahoma in trying to get Texas the one they actually want. Oklahoma doesn't add much outside of being a minor league football team. The schools, the state, the population are all pretty unappetizing.
