Personally if those 3 are my only options (im not really a huge fan of any of them) i'd combine the country and city ideas. Have the top of it be all city skyline, and have the bottom be the rolling countryside. Captures all.

I dig the county of the plates. Iowans take pride in what county there from. And it's fun to hate on other people's counties. Especially don't like those Johnson county plates. Back in the day when I was a lad I knew a good chunk of them, mostly counties with larger cities and all of the counties in my part of the state. You could also take a pretty educated guess at the others since they were in alphabetical order.I do (although I have to write them down to get them all). Plus many of the county seats. It's a stupid skill, but someone has to have it.
That's Osceola (or Warren, depending on if it's the first two or last two).
