Unless we are talking about Richardson, does it matter? We have enough evidence to know it is a wash between JB and Steele. And if Richardson was anywhere near JB and Steele, it is likely we would have seen him get a series or two by now.
The very optimistic hope is that SR is in that exponential growth phase, and there has not really been a time to see exactly how far along he is. As far as JB, if he can get better at using his legs and eyes to compensate for his lack of pocket passing skills, maybe he ends up above average. His accuracy is a huge concern though.
K-State and our offense is a case study on how having a good QB can make the entire unit have success or failure. Switch QB's, and our offense would look just as good. Hopefully Mess and CPR take note on how to use a QB that cannot pick a team apart (although he can hit open receivers).
