When grouping things in four some think of it as "the Rushmore" I personally group all things of four as the turtles.

So here are my Turtles of cities.

The obvious leader is NYC, so that is Leonardo.

You've got the tough hard-nosed Raphael, which is obviously Chicago.

Then for the flashy party dude Michaelangelo you obviously have LA.

So that leaves the tech savvy Donatello which I'd have to give to San Fran.

I like your criteria. I think the whole reason the question is asked is because #4 is such a wide range of possibilities.
